Il tema principale della tesi è il ridisegno dell’ambito periurbano, limitando il consumo di suolo e incentivando sempre più l’agricoltura che, negli ultimi anni, molti proprietari di aree edificabili a causa dell’elevato valore dell’ IMU hanno abbandonato il suolo agricolo o ridotto il raccolto.

La tesi mira nel proporre una nuova variante di PRG, dove si cercherà di “sprenotare” le aree prenotate ad edificabilità e “ritornare” alla funzione agricola, spostando le esigenze previste altrove. Dove? Recuperando il patrimonio esistente, cercando di far emergere il concetto di “Multifunzionalità” nelle cascine e nelle aziende agricole presenti.

Ciò cui la tesi auspica sono le cascine, che possano diventare dei veri e propri epicentri di socialità e di imprenditorialità, luoghi di rilancio di un nuovo modello di sviluppo locale, che funzionino da cerniera tra città e campagna.

L’argomento centrale della tesi sarà il Parco agricolo come rilancio del turismo e della multifunzionalità.

Nella tesi si studia, in una prima parte i concetti teorici utili per conoscere il tema da affrontare per poi applicarlo nel concreto; “un viaggio” attraverso casi studi simili nei Paesi internazionali e Italiani.

Il comune oggetto di studio è Alessandria, nello specifico la frangia periurbana situata a sud.

In recent years, the extensive debate of the territories transformation, defined as "peripheral fringes", has now consolidated several theories and statistics on the intersection of city and country landscape configurations.

There are more and more European cities where you are aware of the importance and of the specificity of the peripheral fringe problem. They are the place where countryside and nature are intertwined with the city's built-up: their unmistakable feature is to be made up of a mosaic of green areas insulated in the meshes of the infrastructure network that the city stretches on the crown of the farm.

In this well-known and largely exhaustive view, the contribution it intends to give to the research of the Recyclical theme, questions about the local features inherent in the national framework.

The main theme of the thesis is the redesign of the periurban area, limiting soil consumption and increasing the incentives for agriculture that in recent years many landowner owners because of the high value of the IMU have abandoned the agricultural land or reduced the harvest.

The thesis aims to propose a new variant of PRG, where it will try to "drain" the areas reserved for building and "return" to the agricultural function, shifting the requirements set elsewhere. Where is it? Recovering the existing heritage, trying to bring out the concept of "Multifunctionality" in farms and farms present.

What the hopes of this thesis are the farms, which can become real epicenter of sociality and entrepreneurship, places of revival of a new model of local development, which work as a hinge between city and country.

In the thesis we study, in the first part, the theoretical concepts useful to know the theme to be addressed then to apply it in concrete; "A trip" through similar case studies in international and Italian countries.
