Abstract
The following study concerns research about socio-economic stratification, inequality and the political dimensions of urban development effecting under-privileged and under-represented community groups in urban planning practice the focus of the research analyzed aspects of the Land Regularization Program in the city of Porto Velho, in the Brazilian Amazon. The goal of the Land Regularization Program has adopted some of the ideas of De Soto instigating the public debate on urban policy and equitable urban development, by means of land tenure. This research conducts a study of the production of urban space through, first, a statistical analysis of demographics and history of development in Porto Velho, based on existent documentation and maps.
This is followed by, second, both a discussion of the goals and methods of the Land Regularization Program in Porto Velho, and then qualitative research based in 30 in-depth interviews of beneficiates of the program who gained property rights but adopted practices undermining the goal that land tenure in the program was to afford for sustainable economic and environmental city development
