The Anand Parbat Transit Camp in central Delhi is not a planning accident but a planning product: a facility constructed by the Delhi Development Authority as an intermediate instrument in India’s first in-situ slum redevelopment project, now entering its second decade of occupation by approximately 2,800 families displaced from Kathputli Colony, Shadipur. Kathputli Colony was one of India’s most significant settlements of performing artists, puppeteers, and craftspeople, whose six decades of accumulated social and economic infrastructure were not transferred to the transit camp. This thesis argues that the camp’s persistence is a condition actively produced through informality as a mode of state governance: a deliberate deployment of regulatory ambiguity that maintains the community in permanent liminality, indefinitely deferring a return the state has never formally cancelled and never operationally delivered.
