Abstract
This thesis investigates the determinants of construction delays in healthcare Public-Private Partnerships (PPPs), focusing on the probability that a hospital PPP is delivered late relative to its planned construction baseline. It addresses a gap in the PPP performance literature, where schedule evidence is often concentrated in transport infrastructure or aggregated audits, while cross-country, project-level analysis of hospital PPPs remains limited. Healthcare is treated as distinctive because hospital projects concentrate technical, operational and commissioning interfaces, including MEP systems, ICT integration, infection-control requirements, clinical adjacencies and service decanting. The analysis uses a multi-source dataset of 56 hospital PPP projects. Inferential estimation is restricted to projects with credible and observed planned and actual construction durations, producing a baseline sample of 43 projects and a main adjusted sample of 42 projects after exclusion of one influential observation.
Timeliness is operationalised through a binary outcome, Late, equal to one when realised construction duration exceeds planned duration and zero otherwise
