Abstract
The global energy transition is reshaping the technological foundations of the industrial gas turbine sector. As manufacturers move from natural gas toward alternative fuels such as hydrogen and ammonia, they encounter combustion, thermodynamic, and safety characteristics that differ fundamentally from those underpinning decades of established engineering practice. This represents not an incremental change but a qualitative shift in the technological frontier on which existing risk governance systems were built. This shift creates a structural tension. Risk assessment frameworks within large industrial organisations were designed during a period of relative technological stability, when development followed predictable trajectories and risks were largely well-understood and recurring.
Alternative-fuel technologies disrupt this assumption: combustion instability, NOx control, material compatibility under hydrogen embrittlement, and the safety implications of handling toxic or flammable fuels introduce dynamic, interconnected risk profiles that static instruments were never designed to capture
