Abstract
In recent years, smart city and smart neighbourhood initiatives have become central to urban development strategies worldwide, often promoted as pathways toward sustainability, efficiency, and improved quality of life. However, growing critical scholarship highlights that such technology-driven transformations may also intensify socio-spatial inequalities, particularly when implemented through market-oriented and infrastructureled approaches. This thesis investigates the relationship between smart neighbourhood development and gentrification in Tehran, and examines whether these transformations can support a more inclusive and sustainable urban future. Focusing on three rapidly transforming neighbourhoods Shahrak-e Gharb, Fereshteh, and Sa’adat Abad located in Tehran’s northern districts, the research adopts a qualitative multiple-case study design.
The study is grounded in an interpretivist and inductive approach, combining semi-structured interviews with residents, planners, and policymakers, field observations, and analysis of planning documents and policy frameworks
