Abstract
Historical urban landscapes experience ongoing transformations with disaster and risk factors which produce major impacts on their physical growth, social - economic systems. The research investigates how natural disasters, specifically fires and earthquakes, have historically affected urban transformations and cultural heritage management in the case of Istanbul’s Golden Horn, one of the most historically rich zones and how the city had and has been handling and adapting to such events, under the terms of risk management. The research bases its analysis on urban resilience and disaster risk management perspectives while studying the Golden Horn (Haliç) area of Istanbul which had faced multiple urban dangers such as fires and earthquakes continuously throughout its history, because of its complex historical development.
The research primarily investigates the terminology and concepts of risk, disaster, exposure, vulnerability and risk management followed by worldwide frameworks created for urban resilience such as the Sendai Framework
