The thesis explores a Master Plan in the city of Cali, Colombia, specifically in Zone 13 (Comuna 13) one of the marginal and vulnerable areas in the east of the city. The study begins with an in-depth analysis of the current situation of the city and the affected zone, its historical, economic, and social past, and an urban analysis to understand the actual situation. This will identify key factors to understand the main problems, such as the lack of public space and abandonment of the little that exists, disconnection with the rest of the city, and a high crime rate. The master plan proposal will be based on urban analysis, the study of different authors on how effective public space and urban regeneration can help improve people’s quality of life, and a key understanding of the current situation of the area and the primary needs of the community.
