How to develop wind farms in France in areas under constraints ?

Abstract
This paper seeks to explore how to develop wind power in highly constrained situations. France is a country that has set ambitious targets for achieving energy transition, including the deployment of wind power. At the same time, the development of a wind farm is a process that can take up to ten years and the risk of failure is high due to the many constraints (technical and regulatory). Seeking to develop a wind farm in areas with high constraints is a solution to discover new potential locations. To do this, it is necessary to identify all the issues involved and their risk levels to deploy a new prospecting method adapted to this new context.
There are solutions that can be adapted to the different issues if they remain at a moderate level
