Abstract
JuntARQ: aiming to find a new way of living Brazilian rural settlements
The rural reform issue, the housing deficit, the subnormal agglomerates problem and the dramatic life conditions of the poorest rural communities of the Federal District are some of the more urgent debates in Brazil. The thesis analyses Brazilian rural settlements (both formal and informal), aiming to find a new way of living them.
The JuntARQ group chose a bottom-up approach, starting from the analysis of peculiar cases in order to gradually achieve a global vision of DF rural areas real conditions. In particular, visits and interviews were the most effective means to be used, allowing the careful observation of the spaces, providing the direct contact with the dwellers and acting as a link between the students and some of the institutions involved. Along with the gradual advancement of the research, some particular topics aroused more attention than the others: the housing issue, due to the inefficiency of MCMV rural program and the great potential of Brazilian rural areas future development. These two main topics definitely inspired the final objectives of the JuntARQ project that developed according to two different directions and scales of study: architectural scale and territorial one.
Volume 1. Methodology JuntARQ
Intro
JuntARQ is the final Master Degree project conceived by four Italian students of architecture, from the Polytechnic University of Turin. The whole work results from researches carried out during the period of international exchange in Brazil and represents also the final outcome of a very precious collaboration between the University of Brasilia and the Polytechnic University of Turin. In 2014, the group of students had the chance to take part in a course called PEMAU (Pràtica de Escritório Modelo de Arquitetura e Urbanismo), organized by CASAS, an extension program of the Architecture Faculty of Brasilia University (FAUnB). This particular course allowed the students to access to a completely new dimension, which is that of rural settlements in the Federal District (DF) and the PNHR (National Plan for Rural Housing), otherwise called Minha Casa Minha Vida housing program. The visits organized by the PEMAU course raised the students' interest about the topic and involved them to the point of influencing the choice of their final thesis path.
Intro
JuntARQ é uma iniciativa de quatro estudantes italianos de arquitetura do Politécnico de Turim que estao concluindo a carreira academica.Este trabalho faz parte de resultados de pesquisa do intercambio Brasil/ltália, entre as Universidades de Brasilia e o Politécnico de Turim. No ano de 2014, a partir do Programa de Extensáo CASAS/FAU/UnB, os estudantes tiveram acesso á disciplina PEMAU (Prática de Escritório Modelo de Arquitetura e Urbanismo) que tornou possível o conhecimento sobre a situagao dos assentamentos rurais do DF e sobre o Plano Nacional de Habitado Rural, ou seja o Programa Minha Casa Minha Vida Rural. As visitas organizadas pelo curso despertaram um forte envolvimento e interesse no tema ao ponto de influenciar os estudantes na escolha do próprio percurso de tese. Após um período de formulaçáo da metodología de desenvolvimento do trabalho com o apoio dos orientadores italianos, foram definidas as fases do projeto.
