Abstract: |
Due to climate disasters caused by global warming, large-scale disasters are gradually caused in various regions. For example, drought, heavy rainfall, forest fires caused by wind waves or heat waves. When these disasters occur, the local government needs to spend a huge sum of money for the aftermath and reconstruction, especially when the city does not have a climate adaptation strategy. Therefore, the topic of raising the waywardness of the city is an urgent task for every country. In recent years, many climate disasters have appeared in the form of water. For example, storm surges caused by rising sea levels have increased the extent of disasters suffered by residents in coastal areas, especially those cultural heritages that are not capable of resisting disasters. Therefore, the main issue of this paper is, how to deal with the water disaster caused by climate change to cultural heritage by improving urban resilience? According to this topic, first, we analyzed the disasters caused by climate disasters to cultural heritage, and analyze the relationship between cultural heritage and cities, trying to understand that the destruction of cultural heritage will bring serious cultural faults to human development. To protect the cultural heritage landscape from being damaged by water disasters, it will be necessary to improve the resilience of the city. Consequently, to achieve this goal of resilience, it will be necessary to understand the planning process through the analysis of water management, and then carry out urban spatial planning. The research area of this paper is located in Taiwan. Therefore, based on the similar climate types in Asia, we analyzed the sponge cities proposed by China in 2013 and analyzed the sponge city pilot, Xiamen City. The Sponge City is mainly used as conceptual zoning for the planning of a large area, and the facilities applied after the zoning are the Low Impact Development (LID) proposed by the United States. Then, in accordance with the planning method and concept of the sponge city, propose spatial planning suggestions and set up LID measures for the cultural heritage areas in central Taiwan (Urban planning area of Lukang Township). |
