"Crisis" is definitely the word that characterizes the historical moment in which we live, a term that sums up the events of the recent years. Crisis involves every area of our life: from the economical, occupational, environmental, urban sphere to our values and quality of life.
The city is maybe one of those elements which has been in crisis for much longer. The urban crisis was probably born with the English industrial revolution, the unhealthy neighbourhoods, the congested suburbs and the issues related to mobility have always been at the center of the urban debate.
We should consider, however, that crisis is not something inevitable, but rather a direct consequence of a behavior. There must be then a way to emerge from the crisis, to subvert the rules of this period and to restore habitability in urban settlements.
Habitability is also the core of other issues, such as the sustainable development and social themes that attempt to provide new methodological ideas in urban field.
Habitability is therefore at the center of the urban debate for two reasons, on the one hand because the settlements are losing quality, on the other hand because new issues and new ideas must be considered.
The purpose of my research is to investigate what the factors that make up the space are, in order to build up an evaluation model of urban habitability, that support decision-making processes that affect the quality of the settlements. The study will be divided into five sections: the first chapter presents a possible reasoning about urban habitability, trying to identify those arguments that in my opinion are fundamental to completely deal with the reasoning. The second chapter deepens the technique of urban standards, the only instrument that, according to the Italian legislation, ensures habitability in settlements. The third chapter provides the construction of the evaluation model and a first reasoning about possible indicators to be used in the evaluation of habitability; whereas the fourth one presents a vademecum of the evaluation model which through the filing of indicators and the explanation of the final assessment methodology provides the handbook of the model itself. The fifth chapter analyses the critical states (weak points) and the new ideas that arise from this research.
