Abstract:

Ad oggi, al termine del Corso di Laurea Specialistica in Architettura per il Restauro e la Valorizzazione, in seguito alle esperienze maturate, alle conoscenze apprese in materia di tutela internazionale ed alla consapevolezza di come già nel passato le varie civiltà si interessassero alla conservazione ed al restauro dei loro monumenti storici si è voluto documentare, in questa sede, l'evoluzione di tali concetti in un paese come il Canada, caratterizzato da un immenso territorio da gestire e da una storia che pedestremente potrebbe sembrare troppo succinta per essere indagata dal punto di vista della conservazione del patrimonio.

Per trattare il tema della tutela e del restauro in Canada occorre, innanzitutto, capire quale prassi teorica di conservazione influenza il sistema legislativo canadese ed i suoi meccanismi pubblici e privati a supporto di tale materia. Nello specifico si è scelto di indagare l'approccio sistematico alla tutela mediante una metodologia di analisi gerarchica che, prendendo origine dai sistemi nordamericani e internazionali, si è spinta attraverso il sistema canadese sempre più nel dettaglio fino ad un livello locale.

Preceduto da una ricerca terminologica finalizzata alla comprensione dei concetti relativi alla protezione del patrimonio in ambito anglosassone, il capitolo 1 affronta il sistema dei values-based approaches, le cui strategie di tutela e di intervento su un bene discendono dal riconoscimento formale del suo valore e dalla natura dell'interesse che esso sviluppa, quale matrice comune caratterizzante l'apparato conservativo degli Stati Uniti e dell'organizzazione mondiale dell'UNESCO.

Il capitolo 2 documenta la cultura, dal carattere commemorativo, della conservazione in Canada ed esamina gli organismi e gli enti preposti in ambito federale ognuno dei quali genera programmi, politiche e strumenti finalizzati alla salvaguardia di specifici beni culturali e naturali. Nel capitolo 3 si è intrapreso un esame relativo alla provincia dell'Ontario, particolarmente interessante poiché si contraddistingue nel panorama nazionale per alcune peculiarità, specificate dall'Ontario Herítage Act, tra cui la delega dei poteri da parte della provincia alle municipalità per la tutela dei beni.

Infine, nel capitolo 4, si è approfondito il caso della città di Toronto, che si presta ad esemplificare attraverso il suo patrimonio costruito le procedure applicative derivanti dalle premesse teoriche affrontate precedentemente, poiché essa è una città strettamente legata al suo passato in cui il tessuto urbano storico interagisce significativamente con l'architettura di nuova costruzione. Inoltre, si è individuato Io Union Station Heritage Conservation Distríct Plan, quale esempio di strumento di tutela che consente, alla città ed ai proprietari dei beni riconosciuti di valore, di salvaguardare le risorse patrimoniali del quartiere.

Attraverso questo studio si è documentata la cultura conservativa del Canada caratterizzata da aspetti complessi, variegati nelle molteplici sfaccettature federali, provinciali e regionali, attraverso degli esempi specifici dal carattere commemorativo, emblematici di una nazione che si deve comunque raffrontare con i principi internazionali, evidenziando similitudini ed analogie nonché diversità, attraverso le quali è possibile intraprendere un dibattito ed uno scambio culturale che arricchisca la conoscenza e migliori le prassi conservative in materia di beni culturali.
